Türkiye announces proposed 20-year tax exemption on foreign income

On 24 April 2026, President Erdoğan announced a proposed 20-year exemption from Turkish tax on foreign-source income for qualifying new residents — those who have not been Turkish tax residents in the past three years. Turkish-source income would still be taxed. The proposal still needs to pass Parliament and appear in the Official Gazette before it counts.

On 24 April 2026, the Türkiye Yüzyılı Yatırım İçin Güçlü Merkez Programı included a proposed 20-year exemption from Turkish tax on foreign-source income for qualifying new residents.

What was announced:

  • 20 years of zero Turkish tax on foreign-source income and gains for qualifying new residents.
  • Eligibility: people living abroad who have not been Turkish tax residents or taxpayers in the previous three years.
  • Turkish-source income would still be taxable.
  • Inheritance-transfer tax of 1% for qualifying individuals.
  • A wider package including reduced corporate tax rates for exporters and Istanbul Financial Center incentives.

This is a proposal, not enacted law. Final treatment depends on the bill as passed by the Turkish Grand National Assembly, the text published in the Official Gazette, and implementing regulations from the Revenue Administration.

We've published a full source-backed explainer in the 20-year exemption guide and a self-screening tool in the Foreign Income Tax Checker. Anyone planning around this proposal should treat the headline numbers as the direction of policy and confirm specifics with a Turkish tax advisor before committing.

We will post follow-up updates here as the bill progresses through Parliament.
